₹27,000-Crore Maritime Vision: Gujarat Rolls Out Shipbuilding Policy

Gandhinagar: Chief Minister Bhupendra Patel on Monday launched the Gujarat Shipbuilding and Repair Policy 2026, aimed at positioning the state as India’s leading shipbuilding and repair hub while advancing the vision of Aatmanirbhar Bharat.

With a 2,340-km coastline, the policy focuses on developing modern shipyards, marine equipment manufacturing, research and development, skill development, green shipyards and smart maritime infrastructure. A key feature of the policy is the development of Integrated Mega Shipbuilding Parks, supported by logistics, testing facilities, R&D centres and skill development institutes.

The Centre has also approved a Mega Greenfield Shipbuilding Cluster at Kuchhadi in Porbandar district, expected to attract investments of over ₹27,000 crore, including ₹23,700 crore in private investment and ₹3,300 crore for common infrastructure.

To attract investors, the policy offers capital assistance, stamp duty reimbursement, interest subvention, dredging support, power and water subsidies, incentives for marine equipment manufacturing and a Single Window Clearance System for faster approvals.

The government aims to increase Gujarat’s shipbuilding capacity to over 50 lakh Dead Weight Tonnage (DWT), establish two Integrated Mega Shipbuilding Parks, and provide skill development to more than five lakh people, strengthening the state’s position as a global maritime manufacturing hub.
