Gujarat is set to strengthen India’s artificial intelligence ecosystem with the launch of the Indian AI Research Organization (IAIRO) at GIFT City, scheduled to begin operations from 1 January 2026. The initiative has received in-principle approval from Chief Minister Bhupendra Patel, positioning Gujarat as the first state in India to establish an AI research body under a Public–Private Partnership (PPP) framework.
The IAIRO will be set up through a tripartite partnership involving the Gujarat Government, the Government of India, and the Indian Pharmaceutical Alliance (IPA). The move aligns with the national AI vision under the leadership of Prime Minister Narendra Modi, aimed at accelerating research-led innovation and responsible AI adoption across sectors.
Structured as a Special Purpose Vehicle (SPV), the IAIRO will operate as a Section 8 non-profit company under the Companies Act, 2013. An estimated ₹300 crore has been earmarked for the first five years, with equal funding contributions from the State Government, the Central Government, and the private partner. The IPA will act as the anchor private partner and has committed ₹25 crore for FY 2025–26. The alliance represents 23 leading pharmaceutical companies, including Cipla, Torrent Pharma, and Sun Pharma.
From a business and policy perspective, the IAIRO is expected to serve as a multidisciplinary AI innovation hub, focusing on advanced AI research, development of AI-based products, and collaboration between industry, startups, academia, and government. Key thrust areas will include healthcare, education, agriculture, and public services—sectors where AI-driven efficiencies can deliver measurable economic and social impact. The organisation will also work on intellectual property creation, talent development, and AI policy research, operating on a hybrid compute model that combines on-premise GPU infrastructure with national platforms such as the IndiaAI Cloud.
With this initiative, Gujarat reinforces its positioning as a national centre for emerging technologies, while the PPP-led IAIRO model offers a scalable framework for industry-led AI innovation aligned with public policy priorities.
