Guwahati/Ahmedabad : Assam Chief Minister Dr. Himanta Biswa Sarma today laid the foundation stone for Adani Power Limited’s (APL) 3,200 MW Ultra-Supercritical Thermal Power Plant at Chapar in Dhubri district, marking a major step forward in the state’s energy infrastructure and industrial development. The project entails an investment of approximately ₹48,000 crore.
The project is expected to generate up to 20,000 employment opportunities during the construction phase and approximately 5,000 jobs once operational. Commissioning of the plant is planned in phases beginning December 2030. The foundation stone ceremony was attended by senior government officials, industry leaders, local community representatives and Mr. Jeet Adani, Director, Adani Group.
The Chapar project forms part of Adani Group’s planned ₹63,000-crore investment in Assam’s power sector. This includes approximately ₹48,000 crore for the 3,200 MW thermal power plant and around ₹15,000 crore for two Pumped Storage Plants (PSPs) with a combined capacity of 2,700 MW, being developed through Adani Green Energy Limited. Adani Energy Solutions Limited is also implementing smart metering projects in Assam to support the modernisation of the state’s power distribution infrastructure.
Dr. Himanta Biswa Sarma, Chief Minister of Assam, said the project reflects the growing confidence of investors in the state and represents one of the largest single investments in Assam. He highlighted the project’s potential to generate employment, increase economic activity and SGST revenues, while creating opportunities for local industries and enterprises to participate in the emerging energy ecosystem.
Mr. Jeet Adani, Director, Adani Group, said the foundation stone marks an important new chapter for Assam. He said the ₹48,000-crore project will strengthen the state’s power infrastructure by providing reliable and affordable electricity for households, businesses and industries, while creating opportunities for local contractors, suppliers and businesses.
The 3,200 MW Chapar plant will comprise four 800 MW units and employ ultra-supercritical technology, supported by high-efficiency systems and modern environmental safeguards. Once commissioned, the plant is expected to strengthen Assam’s energy base and support the state’s growing household, commercial and industrial power requirements.
Beyond the power sector, Adani Group’s investments in Assam are expected to exceed ₹80,000 crore across power, aviation and cement. These investments include Terminal 2 at Lokapriya Gopinath Bordoloi International Airport (LGBIA), Guwahati, which became operational on February 22, 2026, strengthening the state’s air connectivity and supporting its wider economic development.
The group’s presence in Assam also includes community development initiatives through the Adani Foundation, which has reached more than 8,000 flood-affected families in Sivasagar and Dhemaji districts with food, medicines, sanitation and hygiene supplies. In and around Guwahati, the Foundation is working across 19 villages in Kamrup Rural district on education, healthcare, livelihoods, community infrastructure and climate action.
The Chapar project follows APL’s successful bid through a competitive bidding process in October 2025 to establish the 3,200 MW power plant. The company subsequently received the Letter of Award from Assam Power Distribution Company Limited (APDCL) in November 2025.
With major investments progressing across energy, aviation and other sectors, the project is expected to contribute to Assam’s infrastructure development, employment generation and the expansion of local business and supply-chain opportunities over the coming years.
