Eminent international law jurist and scholar begins tenure at the International Tribunal for the Law of the Sea
Hamburg/Gandhinagar : Dr. Bimal N. Patel, eminent international law jurist, scholar and institution-builder, has taken oath as a Judge of the International Tribunal for the Law of the Sea (ITLOS) at the Tribunal’s headquarters in Hamburg, Germany.
Dr. Patel begins his nine-year term from October 1, 2026, marking a significant milestone in his career spanning international law, law of the sea, ocean governance, maritime security, legal scholarship and institution-building. He was elected to the Tribunal on June 18, 2026, during the 36th Meeting of States Parties to the United Nations Convention on the Law of the Sea (UNCLOS) at the UN Headquarters in New York. Seven members were elected to ITLOS during the meeting.
ITLOS comprises 21 independent members, elected by States Parties to UNCLOS from among individuals recognised for their fairness, integrity and competence in the field of the law of the sea, with due regard to geographical representation and the world’s principal legal systems.
Distinguished International Law Career
Dr. Patel has made significant contributions to international law, particularly in the areas of law of the sea, maritime governance, international adjudication and State responsibility. He has served as a Member of the United Nations International Law Commission (ILC) and chaired its Working Group on Succession of States in respect of State Responsibility.
His other responsibilities have included membership of India’s National Security Advisory Board, the Committee on Antarctic Governance, and the High-Level Advisory Board of the International Committee of the Red Cross. He has also served as Co-Chair of the Law of the Sea Interest Group of the American Society of International Law and as Lead Academic Adviser during India’s tenure on the UN Security Council in 2021–22.
Dr. Patel has contributed to legal and regulatory frameworks relating to India’s maritime domain, including maritime anti-piracy, Antarctic governance, merchant shipping, private maritime security, deep seabed activities and admiralty jurisdiction.
Academic Leadership and Institution Building
Alongside his international legal work, Dr. Patel has played a prominent role in legal education and institution-building in India. He has contributed to the development of institutions including Gujarat National Law University and Gujarat Maritime University, and currently serves as Vice-Chancellor of Rashtriya Raksha University. A prolific scholar, Dr. Patel has authored or edited more than 25 books, besides publishing numerous research papers and scholarly works on international law and related fields.
Significance for Global Maritime Governance
Dr. Patel assumes office at a time when the law of the sea is increasingly important to issues including maritime boundaries, freedom of navigation, marine environmental protection, sustainable ocean resources, deep seabed activities and peaceful settlement of maritime disputes.
His appointment also comes against the backdrop of India’s growing engagement with the Indian Ocean, the Global South and international maritime cooperation. In March 2025, Prime Minister Narendra Modi articulated Vision MAHASAGAR — “Mutual and Holistic Advancement for Security and Growth Across Regions” — building on the SAGAR vision. Dr. Patel’s appointment to ITLOS adds to India’s representation and expertise in the field of international maritime law and comes at a time of growing global focus on international law-based ocean governance and peaceful maritime cooperation.
